For planning, the examiner should keep in mind whom, what, when and how to measures. It includes designing the test and preparations of the blue print. The major steps in this phase are :

(i) Defining test Universe (student taking the test) and the test purpose.
(ii) Defining the construct and content to be measured.
(iii) Preparing the blue print of the achievement test.

(i) Defining test Universe and Purpose : For defining the target group, the examiner must include a list of individuals identified for taking the test.

(ii) Defining the Construct to be Measured : The examiner takes into account the domains to be considered for preparing the test like knowledge, understanding application, analysis, synthesis and evaluation.

(iii) Preparation of the Blue Print : It is a three dimensional chart giving the precise weightage to the objectives, content and form of questions.
